WHO MAY USE CAP SERVICES?

  • If you are disabled, a former client of the DOR (up to one year after referral), a current client of the DOR or other agencies and programs funded under the Rehabilitation Act of 1973, you may be eligible for CAP services.
  • The Client Assistance Program (CAP) was established by Congress in 1973 to:

    • Help improve communication between you and your Department of Rehabilitation (DOR) counselor
    • Solve problems through mediation and negotiation with DOR
    • Provide individualized advocacy services including assistance with DOR's appeal process
    • Inform you of your rights under Title I of the Americans with Disabilities Act (ADA)
    • Consult with you about the vocational rehabilitation system's services
    • Ensure the protection of your rights

    CAP SERVICES

    • Investigate your situation
    • Advise you of your rights
    • Assist you in negotiating a mutually acceptable solution to your problem
    • Represent you in administrative reviews and hearings
    • Determine the merits of your request for post-appeal legal reviews and assist in the filing of legal actions when indicated

      YOU SHOULD KNOW . . .

      • There isn't any charge to you for CAP services
      • We serve clients with all types of disabilities
      • All information gathered by CAP is confidential and will not be disclosed without your permission
      • Sign-language or foreign language interpreters are available at no cost to you
      • The Santa Rosa CAP office serves all DOR offices in the Santa Rosa district, which extends to the Oregon border
